The first event in the Charles H. Koch, Jr.,  Forum on Administrative Law will feature a panel titled "Administrative Agencies under the Trump Administration."  Participants include Professor Allison Orr Larsen of William & Mary Law School, Professor David E. Lewis of Vanderbilt University, and Paul R. Verkuil, Tenth Chairman of the Administrative Conference of the United States and President Emeritus of the College of William & Mary.  Moderated by Professor Larsen. This lunch-time panel is free and all are welcome.   RSVP is requested for lunch.


About the participants

Allison Orr Larsen, Robert E. and Elizabeth S. Scott Research Professor of Law
Professor Larsen's research interests include constitutional law and the institutional and informational dynamics of legal decision-making. Her work on judicial fact-finding has been cited by the US Court of Appeals for the Ninth Circuit and the US Court of Appeals for the Seventh Circuit. Her work has also been featured in the New York Times, the Washington Post, the Boston Globe, and the Wall Street Journal.  Learn more.

David E. Lewis, William R. Kenan, Jr., Professor and Chair of the Department of Political Science at Vanderbilt University

Professor Lewis's research interests include the presidency, executive branch politics and public administration. He is the author of two books on American politics, Presidents and the Politics of Agency Design (Stanford University Press) and The Politics of Presidential Appointments: Political Control and Bureaucratic Performance (Princeton University Press). He has also published numerous articles on American politics, public administration, and management. Learn more.

Paul R. Verkuil, Tenth Chairman of the Administrative Conference of the United States and President Emeritus of the College of William & Mary
Mr. Verkuil is a well-known administrative law teacher and scholar who has coauthored a leading treatise, Administrative Law and Process, now in its fifth edition, several other books (most recently, Outsourcing Sovereignty, Cambridge Press), and over 65 articles on the general topic of public law and regulation. He  has been Dean of the Tulane and Cardozo Law Schools. Learn more.

About Charles H. Koch, Jr.
Charles H. Koch, Jr., the Dudley Warner Woodbridge Professor of Law and an esteemed member of the William & Mary Law School community, died in 2012.

Professor Koch's areas of expertise included administrative law, comparative constitutional systems, electricity, the European Union, and federal courts. While he primarily focused on U.S. administrative law, he began learning and teaching about the European Union because he saw its growing importance both to the U.S. in the global legal environment and ultimately to domestic law.

He received his B.A. from the University of Maryland, his J.D. from George Washington University and his LL.M. from the University of Chicago.  Prior to joining the William & Mary faculty in 1979, he worked as a staff attorney in the Office of the General Counsel of the Federal Trade Commission and taught at DePaul University College of Law.  He served as Assistant Chief Reporter of the ABA's Administrative Law of the European Union Project and was Past President of the Committee on Sections and Annual Meetings of the Administrative Law Section of the Association of American Law Schools.  He was a member of the ABA's United Nations Affairs Coordinating Committee. He also served for seven years as Editor-in-Chief of the Administrative Law Review and twice acted as a consultant to the Administrative Conference of the United States.  Learn more.
