PROFESSOR TOM MERRILL is the Charles Evans Hughes Professor of Law at Columbia Law School. He attended Grinnell College, and then received a second B.A. while on a Rhodes scholarship at Oxford University. He received his J.D. from the University of Chicago. After law school he clerked on the D.C. Circuit of the United States Court of Appeals, and then for Justice Blackmun on the United States Supreme Court. He worked as an associate at Sidley, Austin, Brown, & Wood in Chicago, while teaching at Northwestern University School of Law. He took a leave to serve as Deputy Solicitor General for the Department of Justice, where he supervised Supreme Court litigation.

Currently Professor Merrill primarily teaches in the areas of Administrative Law, Property, Environmental Law, Natural Resources, and Legislation. He has published extensively in the areas of Constitutional law, the Supreme Court, Property, and Environmental Law.
