Title of the Talk: Renewable Portfolio Standards: The Policy and Legal Challenges Facing State Utility Commissions
In order to promote the use of renewable energy for the generation of electricity, a number of States have implemented quota systems where a certain percentage of electric energy is required to be generated by renewable energy. These quota requirements are often referred to as Renewable Portfolio Standards. The presentation will discuss the conflicts between legislative policy goals to promote the use of renewable energy, the duty to utility commissions to keep electric rates low, and the mandate to utilities to provide reliable electricity at reasonable rates. Based on his experience in the policy arena and representing clients before public utility commissions, Bernie McNamee will discuss how all of these issues are addressed in the quasi-judicial/quasi-legislative forum of the state utility commissions.
