Ms. Annika Betancourt is a visiting fellow at the Brookings Institution’s Center for East Asia Policy. She was selected as a Council on Foreign Relations Foreign Affairs Fellow in early 2019. Annika been a Foreign Service Officer with the U.S. Department of State since 2011, and recently returned from a tour managing $80 million in U.S. rule of law and anti-corruption assistance in Afghanistan. In her previous position as a desk officer for North Korea, she covered DPRK human rights abuses, humanitarian assistance, and consular issues, such as securing the release of American citizen detainees. She played a critical role in the release of UVA student Otto Warmbier and the formation and implementation of a travel restriction for U.S. citizens to visit the DPRK. Previously, Annika served as a consular officer in Ciudad Juarez, Mexico, and analyzed the Greek financial crisis as an economic officer at U.S. Embassy Athens, Greece. Annika holds a B.A. from the University of Maryland and a Master of Science in Foreign Service from Georgetown University. She speaks Spanish, Korean, Portuguese, and basic Greek.
