The Promise and Peril of Offshore Balancing: A Clarification of the Concept and a Cautionary Tale Based Upon Thucydides
What is Offshore Balancing (OSB), how does it differ from other ideal-type grand strategies such as Restraint (R), and is it, in fact, a superior grand strategic option combining the virtues of restraint with those of more engaged grand strategies? The short answer to all three of these questions, argues Dr. Michael C. Desch, is that we do not know.
Please join the Global Research Institute as we host Dr. Desch for a presentation on OSB as a distinct grand strategy. Drawing upon historical lessons from the Athenian leader Pericles during the Peloponnesian War, Dr. Desch will outline the promise and peril of OSB and its relationship to shared grand theories of international relations.
