The Friday, October 23rd, discussion with Commissioner Donald Palmer of the Election Assistance Commission will focus on election observation and public confidence in election outcomes. Commissioner Palmer, a Navy veteran, served as Director of Elections in Florida where he helped move the voting process from electronic to paper ballots in time for the 2008 election. More recently, Commissioner Palmer served as the chief election official for Virginia from 2011-2014.
