Mr. Mercado is a former U.S. naval officer who has spent the past 35 years directing humanitarian operations around the world with various international organizations to help with complex emergencies, forced migration, natural disasters, epidemics, post-crisis recovery, the humanitarian-peace-development nexus, and climate-induced displacement.
