Oliver will talk about: THE CSCE/OSCE AND THE ROLE AND IMPACT OF THE HELSINKI FINAL ACT IN EUROPE DURING THE PAST 40 YEARS. Oliver previously served as Chief of Staff and General Counsel of the U.S. Helsinki Commission from 1976 to 1985 and as Chief Counsel of the Foreign Affairs Committee of the U.S. House of Representatives from 1985 until 1993. In 1987 he served as an Associate Counsel of the House of Representatives Select Committee to investigate covert arms transactions with Iran. As Chief Counsel of the Foreign Affairs Committee, his responsibilities included arms control, Soviet affairs, NATO, CSCE, oversight investigations and general legislative coordination.
He also served in several senior diplomatic positions on U.S. delegations to CSCE Review and Expert meetings between 1977 and 1993, including serving as the Deputy Head of the U.S. Delegation, with the diplomatic rank of Minister, to the Madrid Review Meeting of the Conference on Security and Cooperation in Europe from 1980 to 1983. In 1978 he served as the Co-Chairman of the U.S. Delegation to the CSCE Montreux Meeting of Experts on Peaceful Settlement of Disputes, and from 1977 to 1978 serving as Counselor to the U.S. Delegation to the CSCE Belgrade Review Meeting.
Mr. Oliver was also active in democratic politics. He served as National President of the Young Democrats of America from 1967 to 1969. In the 1968 Presidential campaign, he was appointed the National Chairman of the Youth for Humphrey/Muskie. In 1971 he organized the Association of State Democratic Party Chairmen and served as its first Executive Director from 1971 to 1975. In 1972, Mr. Oliver's phone was the only phone successfully tapped by the Watergate burglars. He played a central role in the establishment of the Senate Watergate Investigative Committee and in the civil suit filed by the Democrats against President Nixon's reelection campaign officials.
Mr. Oliver founded the American Council of Young Political Leaders and served as its first President and Executive Director. From 1967 until 2000 he was a member of the Board of Trustees. From 1983 to 1985, he was on the Board of Directors of the National Democratic Institute for International Affairs. From 1991 to 2003, Mr. Oliver served on the Board of Directors for the Salzburg Seminar in Austria.
In addition, from 1962 to 1967, Mr. Oliver acted as Special Assistant and Press Secretary to U.S. Senator Carl Hayden. In 1967, Mr. Oliver was Administrative Assistant to the Chairman of the Democratic National Committee, John Bailey.
From 1971 to 1974, he served as President of the NATO Young Political Leaders and was awarded a Silver Medal for contributions to NATO by Secretary General Joseph Luns.
From 1979 to 1986, he served as a Member/Observer on U.S. Delegations to CSCE Meetings in Valletta, Athens, Stockholm, Ottawa, Budapest and Bern, and from 1980 to 1983 he was Deputy Head of the U.S. Delegation to the Madrid Review Meeting of the Conference on Security and Cooperation in Europe.
From 2001 to the present day, Mr. Oliver is serving as President of the American Club in Denmark and in 2007 was a founding member for the Democrats Abroad Chapter in Denmark and is currently a member of that organization.
Mr. Oliver received a B.A. in Government and History from Texas Christian University and earned a Juris Doctor from George Washington University School of Law. He is a member of the Washington D.C. Bar.
