The development world is full of great ideas to improve the lives of the very poor and marginalized people, such as the homeless, populations living in remote areas or socially marginalized because of their ethnicity, religion or gender. However, unless greater efforts are made to reach those who are the hardest to reach, lives that could have been improved will not; resources expended for development will be wasted; and efforts to meet the Sustainable Developments Goals to eliminate poverty will fall short.
