The CGA Speaker Series continues with a talk from Mike Dulin, GISP on October 21st at 1 pm via Zoom! The US Army Corps of Engineers (USACE) has a vital role in supporting Federal, State, Local, and Tribal entities when disaster strikes. Through the Emergency Management Program, the USACE provides response and recovery support under two primary authorities: Public Law 84-99 (PL 84-99) and the Stafford Act. We will discuss responsibilities of the USACE Emergency Management Program under each authority and provide real world examples from past events focusing on the integration and evolution of GIS over the past decade as it pertains to emergency response. From static maps, field data collection, to interactive web-based platforms, GIS technology has become heavily relied upon to effectively restore normalcy to communities impacted by disasters. 

About Mike Dulin:

Mike received a Bachelor’s (2007) and Master’s (2009) degree in geography from Kansas State University. While at K-State his research was primarily focused on GIS/Remote Sensing and natural resource management through a Kansas Forest Service grant. In 2009 Mike was employed by the US Army Corps of Engineers, Kansas City District as a GIS Analyst. In 2010 he joined the Corps “GIS Cadre”, an emergency response group dedicated to providing GIS support during disaster response and recovery missions. In 2018 he took a full-time position as an Emergency Management Specialist where his primary responsibility is to assist State and Local agencies with their flood response efforts. During his service with the Corps Mike has deployed to support response and recovery efforts over 15 times for various natural disasters including tornadoes, hurricanes, floods, and wildfires.
