Marvin Figueroa is the Deputy Secretary of Health and Human Resources for Governor Ralph Northam. In this capacity, he supports Health and Human Resources state agencies to ensure they deliver quality, affordable, and accessible services to individuals with disabilities, the aging community, and low-income working families. Marvin helps lead the day-to-day operations of the Health and Human Resources Secretariat, including policy development, planning, and intergovernmental relations.
Marvin also served as Governor Northam’s Legislative Director, where he helped advance the Governor’s legislative agenda during the historic 2020 General Assembly Session.

Warner where he advised the Senator on Medicare, Medicaid, the Affordable Care Act, and other health care issues related to the Senator’s role on the Senate Finance Committee. During his time with Senator Warner, Marvin co-led the bipartisan Finance Committee Chronic Care Working Group that engaged industry leaders, stakeholders, Center for Medicare and Medicaid Services (CMS), and Senate offices to draft a set of proposals to improve services for Medicare beneficiaries with multiple chronic conditions. President Trump signed the legislation into law in January 2018.
